I asked the same question of my husband, and we debated it at length. (Thank you, Noggin, for hijacking my brain and demanding no ransom!) We decided that it's because adult bears look so much alike that they need clothing to tell who is who. Bear singles bars would be very confusing without some sort of clue who is male and who is female. Child bears don't need to worry about that.

Without clothing more children can identify with bear (not identify with the type of clothing that he is wearing) and from more age groups.
