It's not true to say that the exacta box pays either more or less than the quinella box. They are separate pools, and are both subject to the way the money gets distributed in each. In a quinella, you have the top two horses in either order. In the exacta, you have those horses in a specific order. If you box the exacta, half or your bet is on one order and half is on the other. If you have a quinella, your entire bet is live, whereas in the exacta box only half of your bet will pay off barring a dead heat (tie). A $2 quinella may pay better than a $1 exacta box (which totals the same $2), or it may not. As a rule of thumb, the quinella is more profitable than the exacta when the favorite is the winner, but the exacta tends to be more profitable when the longer shot of the two horses is the one that wins. You should be able to see what the payouts are for each pool when before the race starts and should make your bet accordingly.

I think it was explained pretty clear..with Sandra S. being less detailed but very understandable. Exactas require that you pick the first and second place finishers in exact order. Quinellas require that you pick the first two finishers in either order. A $2 straight exacta 1,3 requires that horse #1 finish first and horse #3 finish second. A $2 exacta box 1-3, represents two combinations, 1-3 and 3-1, but costs $4, twice as much as a straight exacta. A $2 quinella 1-3 also pays off on the combinations of 1-3 and 3-1, but at half the cost of the exacta, it usually pays half as much. Just re- played what was said by the other answerers using you numbers.. Now the key to betting exactas and quinellas is finding value. Prime betting opportunities for exactas and quinellas occur when horses are over bet in the win pool. Also similar to win betting, if an exacta or quinella payoff listed on the tote board before the race is lower than you think it should be, it represents poor value and should probably be left alone. The worst value in exacta betting is usually the favorite on top (in the win spot) with the second and third choices on the bottom (in second place). These types of combinations often pay lower than they should. Another type of exacta bet that often pays less than it should is the combination of two long shots. Bottom line you still should of received some payout, unless a horse was scratch in that case you should get a comp or money back from bet due to the horse being scratched. Otherwise, it's sounds to me like you got duped somewhere guy. Thumbs up Ladies!

An exacta box will yield a higher payout than that of a quinella bet.
Most people will go the quinella route if they have 2 horses they want to bet on. Some tracks do NOT offer quinella bet and make you bet the exacta box.

The difference is that the payouts come from different pools. Essentially you are betting on the same outcome (that two horses finish in the top two). But every type of bet has its own pool of money that the payouts are derived from.
