try to boot in SAFE MODE then delete it in a normal way that u would in normal window... that should help press F8 when u reboot to get in safe mode

quite simple
1. look out for the program creating it. (hopefully some batch file endorsed in startup of your system.
2. on command prompt type msconfig
3 on startup tab look for some stupd pgm trending to create it.
4 disable it or look for in the folder startup for any pgm causing you to worry about. delete same.

if it dont go away it could be a vius or a important file to your computer so you can put it in a different folder like windows or defrag

is it being created by a prorgam? try renaming it once - if there is another folder created by the old name again, its definitely created by somethng else running.
