When they say 20 inch frame and 16 inch wheel, how do they measure it??

On mountain bikes, usually hardtails (the ones with only front suspension) they're measured as everyone has said, from bottom bracket to top tube, but on full suspensions, they usualy go by S,M,L,XL because they're harder to measure by the top tube.

For the wheels, they're the radius of the wheels. Mountain bikes generarily uses a 26 inch wheel, but some use 29 inches, and some use a 24 inch at the rear.

I think that road wheels are measured in cms.

Frame size is the length of the seat tube (thing that the seat post sticks into). Take a tape measure and measure the distance from the middle of the crank (thing pedals are attached) and measure to the middle of the top tube. This is the frame size. The top tube is the tube that is parallel to the ground. This is the frame size. Mountain bikes are typically in inches and road bikes are in centimetres.

Wheel size is the diameter of the rim.

Frames depending on the manufacturer are measured from the center if the bottom bracket spindle to either the top of the seat tube or the top tube use the top tube as your guidline and you should do alright, wheel size is the circumference

Depends on if you are talking about mountain bikes or bmx bikes. For mountain bikes it is the bottom braket to the top tube. On a bmx bike it is the length of the top tube. Which is measured from back of the top tube to the seat post. As for wheel size that was already answerd

it is the radius which is 16
inchs and after wheel is ready it is20 inchs
