It depends if it is American roulette or European roulette. The latter has a single zero and the former has an additional double zero. But I am going to say about 54,872-1 for American and 50,653-1 for European. Pretty unlikely, but will happen from time to time.

With three spins only:
European roulette (with one zero):
1/37 * 1/37 * 1/37 = 1/50653
American roulette (with zero and double zero):
1/38 * 1/38 * 1/38 = 1/54872
Note that the chances of getting any number three times in a row is much higher: 1/1369 (Europe) or 1/1444 (America). This is because the first number out of three is always "correct".
Also remeber that in a whole evening the wheel on a single table is spun perhaps more than 1000 times so the chances are that at least once in the evening you will get 3 of the same number in a row.

1 in 50,653, assuming that it comes up three times in a row when the wheel is only spun three times. The odds of some random 17 being followed by two more 17s is only 1 in 1,369.
