No such site, Wicca is an initiate-only oath-bound priesthood and as such its practices are oath-bound – in other words only taught to those who have been initiated into Wicca.
A lot of sites both on Wicca and Neo-wicca (New Age belief system based upon outer-court Wicca teachings) will have rough outlines or place-holders for more commonly known Wicca rituals such as the great rite or initiation rituals, however again these are not the actual rituals that Wicca use because such rituals are kept only within those who are Wicca.

Well I wouldn't start with any websites. I would start with books. Most by Scott Cunningham are good for beginners. "Wicca: A Guide for the Solitary Practitioner" I believe he also wrote "The truth about Witchcraft" and "Living Wicca". I suggest using them as guides and not following them to the letter. What works for some may not work for you. Take what feels right to you from them as with any book regarding Wicca, Paganism or Witchcraft in general.

I would suggest reading "Wicca: A Guide for the Solitary Practitioner" by Scott Cunningham. This was my first book. it gives you a understanding of wicca, magic, and the magical use of herbs.
I also recommend this website http://www.witchvox.com/_x.html?c=trads , it gives information on different pagan traditions. If you click on it will give a basic idea of what it is and usually some more websites or books to read.

i would search for a local bookstore that carries wiccan/pagan books and ask them if you can post a notice on their bulletin board looking for others of the same persuasion. If its an occult type book store they might really be able to refer you to someone else. as for web sites there are many and each is a little different and you will just have to search for one that you like.

I don't know how old you are or how your parents do or would feel about this, however, I don't believe that there are any really useful website out there that can teach you what you are looking for. Most are simply networking websites, and those that do offer classes often charge money for it.

There are also some local groups probably nearby....... search the internet and maybe you will be surprised as I was to learn that there are groups very close by and have been holding meetings regularly
