There is tons of street parking, but it is usually taken and you can spend hours driving around just trying to park. During the week, there are meters that you have to fill every two hours, not giving you enough time in the museums. On weekends, especially this time of year, it is impossible to find parking. I would recommend parking near a metro stop (check out http://wmata.com/metrorail/systemmap.cfm for a map of the metro system) and taking the metro. There is a stop on the orange and blue lines called "Smithsonian" which brings you up right in the middle of the mall. For the Capitol, you can easily walk from there or there is a stop called "Capitol South" where you can walk two blocks to the US Capitol. The metro is usually $1.35 for one trip, though long distances are usually more. If you really want to have access to your car after the metro closes (last car is usually after 11pm and before midnight) or before the metro opens (usually 5 or 6 am), then I suggest parking in Foggy Bottom (there is the George Washington University, and they have parking garages near the metro) and taking the metro into the city, but you can walk back if you need to (it isn't too far). It's also a really safe area if you can find parking on the street, but be wary of parking meters. On weekends, no parking meters, though, so that makes Foggy Bottom free if you can find a place to park on the streets on weekends.

There are a small number of meters for parking but they are nearly impossible to get. Commercial parking is expensive. Continue south on Baltimore-Washington Parkway and park near Greenbelt metro. Take the metro to the mall. This will save a lot of aggravation.

Definitely Metro. It's very inexpensive and user friendly. I never go into DC any other way. Drop down I-81, take I-70 E. and I-270 S at Frederick. The Shady Grove Metro station is one of the first exits you'll come to on the outskirts of the metro area, and easy to access from the highway. I always hop in from there.

Like everybody else, I think you should park at an outlying Metro station and use the Metro to get around. We spent 2 weeks in D.C. last year and used the Metro almost exclusively. It's clean and goes just about anywhere you need it to.
