Tim Sylvia may be the worst heavyweight in the world to hold a title. Pretty much anyone in Pride's heavyweight division could beat him. The problem with the UFC heavyweight division is a serious lack of quality. Many of their heavyweights are not true Heavies.
Tim wins because he is 6'7". Someone like Semmy Schilt, Mark Hunt, Mirko Cro Cop, Josh Barnett, Antonio Minatauro Nogeira, and possibly even Yoshida could all easily beat big Tim.
There is no need to throw Fedor at Tim, that is a given, Fedor would destroy Tim, Fedor's brother would destroy Tim. Again probably any heavyweight in the Pride organization would house Tim Sylvia.
Chuck Liddel is a good 50lbs lighter than Tim, and is not in the same division. Hell, there are fighters in the UFC that will probably beat Tim. Monson, Vera, and Arlovski all stand a good chance.
So to answer your question: No, it is my opinion that Tim Sylvia is not even close to being the best Heavyweight in the world.

Is he the best in the world? I don't think so.
That being said...he IS a world class fighter. I'd love to see some match ups between him and Pride's fighters. I think he could hold his own.
Arlovski had two chances to bring him down and couldn't do it. Tim may not look like a chiseled bodybuilder, or have the flashy moves of some fighters, but he works hard and his style is deceiving. I think he's not as popular as some other fighters b/c he isn't a flashy fighter. His trainer, Pat Miletich was accused of the same thing - being boring. Say what you want, they get the job done.

No. Fedor Emelienenko is the best heavyweight fighter in the world. He has beaten better opponents and even beat Arlovski like Sylvia did. Sylvia is the UFC champ, but a few guys in Pride would definately dominate him. Also, UFC newcomer Chiek Kongo is looking very good.
