Call the train line and ask what the departing time is and when the train is expected to arrive. That is the only way I know to find out. They have so many stops along the way that you may not know about and cannot factor in yourself.

Probably 20 since the train has to change engines in DC and the train travels very slow along the coastal corridor.

There's no train directly from Newport, so you have to go to Kingston, which is close to the CT border.

From there - 4-5 hours to DC plus 15-16 hours from DC to Jacksonville.

You can always check http://www.amtrak.com for schedules.
