It can be anything that died, the emphasis is on the trouser legs flapping above your ankles, flying at half-mast as it were. Flags are flown at halfmast when someone important dies usually.

Well here up in the north east of England we as teenagers would say "Has your budgie died" This was meaning trousers were too short and you raised your trouser's to mourn the death (like when you raise a flag for a death)
I that was why we said it, let's say I never put short trouser's on or put on white socks as this was a serious fashion crime hee hee ha

i have never heard of that but i do know some your trousers have divorced your ankles and married your knees, ankle swingers and so on lol
