I have an image that I've created, but it looks rough and blocky... is their anyway I can use a filter in photoshop to smooth it out and make it look clean as opposed to the way it looks now?

You need a scaling tool and the tools that come with Photoshop will only take you so far. If your image is smooth, you can usually increase the size of the image by using Photoshop's Image Size tool. (Go to Image - Image Size and try different numbers in the width and height fields.) But this will only do a decent job with something that's already smooth.

I'm not aware of any filter that comes with Photoshop that will interpolate pixels from a blocky image. You can try Filters - Video - De-interlace, but I don't think that will help. The best bet might be a plug-in program that has the features you're looking for. One that's intended for video clarification is Instant HD by Red Giant software. It will up-rez images, but it's a plug-in only for Adobe After Effects and Adobe Premiere Pro. It does not work with Photoshop.

It may be time consuming but you can manually soften some of the blockiness in Photoshop.

You need to decrease the size of the pixelated image. You can't start with something small and then enlarge it to make it big. You have to create the image at the size you plan to print it at. There really is no way to fix it other than bluring it which is not fixing it really.
