Hey, Sunny,
Boost the population. I've lived in China 14 months; I have yet to see an accident; and they drive like crazy people here. All I can figure out is that there's so much traffic, they can't move; hence, no accidents.
I think I shall be scared to death to drive in normal traffic, anymore. My reflexes are completely dead; because, something inside me believes nothing can happen to me, now. I think a Mack truck could barrel down on me, and I'd just stand there and watch it coming, knowing it won't hit me.
And this is with people walking in the street (not in crosswalks--they exist, but no one pays any attention to them), burros (or donkeys--don't know the difference), 3-wheel, motorcycle engine cars, and trucks, bicycles, motorbikes, motorcycles, buses, trucks, whole families of 4 on bikes and motorbikes (the kids reading books, while their parent pedals through all this traffic--usually dressed in white, with not a speck on them, mother in business suit, spike heels), etc. It's just unbelievable--and no one seems to get hurt. God must protect these people.
I think the Chinese taxi drivers must be among the most skillful drivers in the world. I trust them completely. They drive using the gas pedal and the horn--never brakes. You just scoot around things, drive up on the sidewalk, drive into oncoming traffice--anything but use the brake.

First and foremost, better driver education for new drivers...more thorough and comprehensive classes, and more stringent testing to get your first license. Second, better enforcement of existing traffic laws and tougher penalties for those that flout the law...including drunk or impaired drivers or people with multiple at-fault accidents. Third, rules that make it tougher for multiple-time losers to get their licenses back after repeat violations.
Also, I feel that auto manufacturers need to engineer a little more steel back into the vehicles, as the modern, mostly plastic and carbon fiber vehicles crack like an egg in even the slightest mishap.
Those things would be a great start in my humble opinion. I hope this helped.

Have higher standards for testing.
Have elderly re-take the tests after a certain age.
Allowing only a certain amount of passengers for younger drivers.
Make cell phone talking illegal while driving.
Plenty of others.
