Don't be so loud and outspoken that it would make him uncomfortable, but go ahead ans ask him to go out. Men are sometimes just as shy as we are when it comes to asking a girl they like out. Understand, though, that he just broke up with his past girlfriend so he may not be ready for a relationship or it may be something to get him over his last girlfriend.

In the end, the worst that could happen is he could say no. But, if you don't ask, it's just an automatic no anyway ... Right?

Just be brave and go for it! What's the worst that could happen? He wouldn't feel the same about you or that he wouldn't be ready to jump into another relationship this soon. But, at least you would already have it out there in case anything changed. The best that could happen, he could tell you he has been in love with you since the first time he saw you and you could get married, have some babies, and live happily ever after. You will never know til you go for it.

If you're outspoken, then go for it! Don't wait for him to approach you, go for what you want. And what you want, is to get to know him a little better. Of course, it's always a good idea to start off as just friends. Ask him if the two of you can kick it together some time. If he's feeling you, he'll except your offer.

Go for it!!!!!!

As a guy, a lass doing the come on is double sexy. Im sure if you made a connection, theres no way he would reject you.

If he's shy, it might just be lack of experience. Doesn't mean he doesn't want to!! Probably just doesn't know how without possible making a fool of himself.

Let him approach you
Being too upfront may make him all the more shy and quiet around you
I had a crush on a really shy guy once, but know what?
He liked me enough to ask me on a date all by himself!
Give ur guy time; if he really likes you, he'll man up and ask you

The worst that could happen is that you never get together. But that's more likely to happen if you stay quiet than if you speak up. So I recommend you tell him. He probably sees you as this wonderfully energetic, outspoken girl and himself as a quiet reserved type. He would welcome your advance.

Good luck :)

I don't think anything bad could happen from telling him, worst that can happen is he doesn't like you that much.
