Since he has chow in him, it is normal. Chows have undercoats that shed alot. Just give him a good brushing & he will be fine. They do this about twice a year. Nothing to worry about. I have a chow & I had a chow/spaniel mix.

First off- Chow anything ain't good. I've gotten rid of two Chow mixes. Don't let it around kids!
Second- Is your dog protected against fleas/ticks? These bugs alone could lead to your dog excessively scratching itself, de-furring itself in the process.
Do you live in a hot summer climate? Could be shedding it's old fur. Gotta have a fresh coat for winter!
Is your dog a free roamer? I think Mange is a stretch unless he gets out and walks the neighborhood.

Well, if he's part chow it means he's shedding his undercoat, which is his old hair- It also means he needs brushed badly..He would be more comfortable if you could help him get rid of that extra hair, it's probably gonna be easy to brush out... Think how much better he will feel!
