Drug test them regularly. Many of them are overworked and stressed and turn to drugs.

Well that was a real point of generalization! So ALL people that work for Children's Services are rude, hateful, cold, and uncaring. I think that that is stretching it beyond elasticity don't you?
Personnally, I think that CS should not make it so hard for well-qualified foster parents to adopt these beautiful children. They deserve a forever family and to be loved and nutured. It shouldn't take years to complete an adoption. It is important that biological parents are afforded the chance to get back on their feet and clean themselves up in order to be rejoined with their children, but there should be a time limit or the children suffer needlessly. There are many adoptive parents, myself included, that would welcome these children into their homes if the process were not so harrowing.
My $.02 on the matter.

You obviously know nothing about how CPS works.
What you need to understand is that foster parents are in SHORT SUPPLY. Do you know why people become foster parents? Because is pays money. Families get money for each child that they care for and if they happen to take in a child with special needs, the family can get a payment of up to $5000.00 per month! So, when a foster family tells you that they do it, "Just because they love the children" they are lying. They are making cash by doing it. Let's face it, many of those children just aren't very lovable.
Sound cold? Well, we're not talking about new babies that everyone can love. We are talking about taking in children who would just as soon kill you in your sleep as look at you. We are talking, often times about VERY disturbed children. Drug affected children who will in fact be, mentally disturbed their entire lives.
As for the case workers, I agree that some of them truly suck. However, the other way to view CPS workers is that they are in the field of corrections. This means that on a daily basis, their lives are at stake simply by doing their jobs.
They see HORRIBLE things....children who have been starved, beaten or scalded in hot water. They walk into homes where the toilets don't work (and haven't for quite sometime) but are still being used, homes where the family dogs are allowed to poop inside and the children are allowed to play in it.
My mother was one of those case workers you now speak so poorly about and I can tell you that her top priority was ALWAYS to keep families together. However, in homes where the families could not or would not pull their heads out, the children were removed.
Because I work with children, I used to get the kids that had been placed in custody of the state. I saw a little girl who's daddy had shaken her until she went blind and was paralyzed. Her daddy has also kick her baby sibling in the stomach, rupturing it's tummy. Her mommy didn't bother to call the police or take the baby to the hospital for TWO DAYS and the baby died. BOTH parents went to prision (thank God) but it was too little too late.
Let me assure you, these people do care. They simply cannot get close and buddy buddy with the clients or the foster families.
In our town, we had a foster dad impregnate his 15 year old foster daughter.
The states do try to screen the families they certify for foster care but human beings do not come with guarantees. People can be very convincing and then do horrible things.
You either need to educate yourself a little or stop complaining so much. You know nothing of what you are talking about. Why not volunteer in a CPS office for a week...or a month? After that, then you can complain if you want to. But don't generalize about CPS workers. They have VERY hard jobs and they are good people.

I agree with you wholeheartedly. And although some would say overworked and underpaid, it still makes no difference to a child who is being abused in whatever form by the hands of someone who is their foster parents. I personally believe that these people should be held accountable (meaning jail time) each and everytime a child is hurt, abused, neglected or whatever other atrosity they are living in.

They are extremely overworked and underpaid. They are also our first line of defense against "terrorists" in our own nation, children who are abused who don't get any help and grow up and spew the darkness out on others.
If we put as much money into those agencies as we do our military, we'd be a much safer and mature society.
