I agree with the suggestion of going to the school board.
I don't know if I would go as far, as filing lawsuit . The principal and the vice principal can only do so much if they are not standing with your child every second of the day. They can bring metal detectors to the school, they can have stricter consequences, and they can have cameras.....but ultimately it is up to the students to make the right decisions, and the teachers who are with them to supervise (and actually it is up to the parent to teach their child respect and responsibility...but that is a whole other topic)--That comment was not directed towards you personally
*Maybe you could go to the parents of other students you think may be experiencing the same treatment, and you could go to the school board together, or approach the principal together and collectivley share your concerns, and suggest ways to make things better. Talk to the officer.....in a non confrontational way (don't blame him) but talk to him as a human being, tell him how concerned you are for your child's safety, ask him for suggestions.
******I would also advise maybe seeking counseling for your child. I know that bullying can take a tole on self esteem issues, and add to the stress of school. It is great that she feels she can talk to you about things, but sometimes I think it might be good if kids can find someone else to talk to as well about things like this....also so they feel like they can do somethings on their own, but with the support and love of parents.
**Something definitley needs to be done if your child does not feel safe, or if they feel their life is being threatened. Also, if it is just disrupting the whole purpose of while your child is in school----to learn. Transfer schools if neccisary.

take the school board to court to pay for any injury sustained at that school.
take her out of public school. some private schools will reduce the fee if you donate some time to them.
make sure you tell the courts that you are scared for your daughters' life. she could be brought to bringing a gun to school and killing the bullies, then you and she would be at fault. by taking the school board to court you are putting the fault where it belongs - on the school system.

If all else fails, go to the school board. Others may be experianceing the same problems and unless the schooll board knows about it can do nothing.

Getting a waiver to change schools is one option, but that does not permanently solve the problem.
Go to your District Superintendent and start making waves.

It's called don't let them run over you because they are the government, and, despite what THEY want you to believe, they are answerable to the public...
