Wait for him to come to her or she can figure it out by herself by flirting with him or seeing if he reacts diffrent around her.

first find out if they have any mutual likes then get them chatting about these things he may refuse to talk to her but if he agrees then the first step to friendship and a relationship is there. Invite him over with a few friends to lunch at the mall or local park,watching how they interact will let you know if ther is any attraction there from his part.
