The United States. While China is building a blue water navy, it will not compare to the USN for close to 20 years, if even then. The US has over 10 Aircraft Carrier battle groups, which allows them to engage and defeat enemy naval forces from hundreds of miles away.
Add to the battle groups the large number of attack submarines and the data streams provided by their satellites and you get a force that is simply the best. Even top admirals in the Chinese navy have said their goal is to be able to defeat 3 carrier battle groups within 5 years.
Well, the US has 10 carrier battle groups. Even China knows that is a force that cannot be defeated.

what defines a big navy. if it is seaworthy warships the US navy has the biggest and most number. BUT some nations have boats that are no bigger than patrol boats and lots of them. Iraq for example has over 5,000 little boats sitting out side factories, they are small and have never been in the water but they are new and can be called navy of sorts. also are aircraft and merchant vessels included, japan has lots of helicopters and counts ships such as oil tankers, car carriers, freight and even fishing vessels as part of their naval assets.
