1.in the Comman Emitter configuration I/p current & o/p voltage are taken as independent variable whereas the o/p voltage & o/p current are dependent variable. i want know why with figer description.

I'm not quite sure what you mean by this question.

It has to do with the fact that the emitter-base junction is forward biased and the collector-base junction is reverse biased. Since the base region is very thin, majority carriers crossing from the emitter to the base are mostly swept into the collector (where they become majority carriers) by the potential across the collector-base junction befor they have a chance to recombine with majority carriers in the base region and produce base current.

3.
Calculate the open circuit collector voltage (usually the supply voltage) and the chort circuit (i.e. emitter and collector connected together) current. Plot them on the collector current vs voltage graph and draw a straight line between them. This is the DC load line.

4.
The cutoff region is that portion of the collector IV curves graph in which no collector current flows. Saturation is that region in which any further increase in base current causes no further increase in collector current (or, said another way, the region in which the collector-base junction is no longer reverse biased). The active region is the region in which normal transistor action takes place.
