Everybody, American or non-American, knows or should know this: The first President of the UNITED STATES was George Washington.
Kofi Annan began his term as Secretary General of the UNITED NATIONS on the 1st. of January 1997.
I have a feeling that you confound the United STATES with the United NATIONS.

the popular answer is George Washington, but some say it is Samuel Huntington.... a lot of debate on this George Washington is clearly the first commander in chief so that puts him on top by many standards..
