Why would a non-believer say a prayer at his last moment?
To whom would he pray?
And would that last minute prayer constitute a true "Hail Mary" ... a last moment, desperate attempt to "cross the goal line" ... as in a football game?
Or was the prayer solely in response to God's grace, and part of God's plan for the salvation of that person's soul?
We know that God can save whomsoever he wishes to save.
We also know that an act of perfect contrition for sins is likely to be acceptable to God.
We know that Jesus Christ is a just judge.
Salvation is possible in these cases.
All we can do is trust in the mercy of God.

2Kings 20:1-6...Hezekiah was a believer, but it does show the importance of prayer, as God changed his mind and let him live longer.
2Chronicles 33:1-17 ...Manasseh was a very, very, very, bad King. After that, when God sent Assyria to discipline him, he humbled himself greatly because of the God of his forefathers. And he kept praying to HIM, and HE let himself be entreated by him and HE heard his request for favor and restored him to ..his kingship and Manasseh came to know that Jehovah is the true God.
Proverbs 28:13 He that is covering over his transgressions will not succeed, but he that is confessing and leaving them will be shown mercy.

the Lord knows when sincerity exists in a prayer whether it is a person's last breath or under normal circumstances. So I would say with that information,....only God knows.

Quran says that salvation is the sole decision of Allah (SWT). But as a criteria to salvation, it gives the answer in Saurah Al Asr.

Depends on the person, if the person pray honestly from the hearth and realy confess his sins, and believe, I think the person can be saved. Afterall that was why Jesus came and died for us.
