Girls wear sexy clothes to make them feel better about themselves. Many girls get insecure and need a little attention off the opposite sex to boost their self esteem. This is their way of getting what they desire and also some girls like to tease and let guys drool over them so they know they still got it.

they need to feel confident and attractive. I think they see older people wearing the clothes and they copy them. I think sometimes the clothes are too sexy for their age and put them in danger of older men and sexual preditors.
