World Mental Health Day was observed for the first time on 10 October 1992. It was started as an annual activity of the World Federation for Mental Health by the then Deputy Secretary General Richard of the Uniited Nations. The WFMH started by the United Nations. The day is officially commemorated every year on October 10th. It was just a date chosen to honor.

BTW, Sigmund Freud's birthday is May 6th

Someone must have been honoring someone maybe that died or suffered or something...who knows really ...or maybe someone just wanted to have awareness on a date that was sentimental for them...oh well, not much help huh? lol
