I think... Because it is OLD. However instructive, profitable, God-breathed, and edifying, it has became "OLD" (but it still maintains it's value). It contained the promises of today's provisions. It was the shadow of today's body. God himself made it "old" when he unveiled his plan for man and made a NEW covenant (new agreement) with man. It is only this (NEW) covenant which can bring man to fullness and God's presence. I suppose you wouldn't be as much interested for last month's newspaper as much as for today's (although both record and analyse true facts). [I admit that this is a very poor analogy].

No, the Old Testament is not passe...the OT is so big, it wouldn't fit in a pocket version without being too thick to fit in a pocket. There are pocket versions of the Psalms and Proverbs, and the Torah...
The New Testament is the fulfillment of the Old Testament. Christians begin their study of the scriptures with the NT, then relate it back to the OT, but the former is in no way more important than the latter.

Those Little Red Gospels of Jesus are given out by Christians - - - the goal of Christianity is to Convert others - - - though they may take an obscure comment out of context for the true testments of The Bible to support a particular viewpoint, Christians really don't want people reading anything other than the Gospel. The TRUE Testements of the Bible are usually lumped together with The Gospels of Jesus and freely distributed by both The Gideons and The Mormons. There may be Jewish groups giving out free copies of the Trues Testements but doubt they would put them in a bright red binder. Peace.

Christians, Catholics and Jews pretty much all agree on the old testament:
It is only in the new testament that there are issues and dissagreements on the fullment of such things.
Plus it is in the new testament where the issue of God's return and promise of heaven and salvation is mentioned in detail. Which is the more interesting part to most people- being saved and not burning in Hell.

I'm pretty sure the "New Testament" that people hand out isn't the entire "New Testament". It's more of a condensed version. So, in that case, I don't know why.

good idea, the biggest reason is cost, the little NT can be produced for a buck each, that way you can get a lot of little NTs out there, for new believers or seekers the NT is definitely the place to start.
