Yes. Alcoholic beverages (yes, beer is alcohol) cannot be sent thru the USPS. This is mainly to protect the other packages from being ruined if the beer opens.
Check with UPS or FedEx.

Yes and no. It's not just TX and NY laws that matter, it's all the states inbetween whose laws you need also. However no one opens your box enroute. So it's one of those technically illegal but no one will stop you things. In my experience the shipping cost rarely justifies the shipment, although I have purchased many a six-pack via mail...go figure.
also...i seem to remember fat tire having NYC bike tours. you sure you can't get it somewhere in NY?

It's against the law to send alcohol through the Post Office. You'll have to use a private carrier, like Fedex or UPS.

I think there is only a certain amount that you can take across state lines, possibly same restriction on mailing it.
It's to keep people from buying it cheap in one state and reselling it in another.
