I would report him for inappropriate sexual behavior in public. Its called public lewdness and if convicted that person can go to jail and be labeled a sex offender by the courts.

I would ask him nicely once to stop. If he didn't I would ask the driver to make him exit the bus. I would not enjoy it and would be very disgusted and annoyed.
