Indonesia has become oil exporter for more than 40 years.
The purpose of becoming one of the biggest democratic countries in the world, Indonesia has some temporary impact from the decline of economic development activities. Domestic political reform carried out in recent years includes reduced investment in upstream oil and gas sector that lead to a huge decline in production. On the other hand, domestic consumption has been increasing. Furthermore, Indonesia still exports its oil and is currently a net oil importer.

the word "generally" or "in general"
Although the oil it produces is sold for export, Indonesias oil needs are met through the Importing of oil.
For the most part, Indonesia would be considered an oil importer due to the fact it does import considerably more oil than it exports.

"Thus, even though Indonisia does export oil, it currently imports even more, making it a net oil importer."
Or, if you just wanted to replace "as a whole", you could use "in totality".
