On the other hand, domestic consumption has been increasing. Thus, even though Indonesia still exports its oil, AS A WHOLE, Indonesia is currently a net oil importer.

the word "generally" or "in general"
Although the oil it produces is sold for export, Indonesias oil needs are met through the Importing of oil.

For the most part, Indonesia would be considered an oil importer due to the fact it does import considerably more oil than it exports.

or "predominantly" or "essentially"

Or, if you just wanted to replace "as a whole", you could use "in totality".
