go to a fabric store and get some cool fabrics[no pinks- lime green or purples] to hang against the walls on one whole side of the room use the same fabric to hang as your curtains -and get some neutral paint colors to re-paint your furniture- just use tiny nails to hold up the fabric every couple of inches the holes are easy and cheap to fill with plaster when you take it down you can get it at wal-mart also get some black and white photos or posters to hang up it looks more adult get a cool rug that matches your fabric wall if you can't do the fabric i would just get some tall floor lamps and a solid neutral color bedspread and curtains with some black and white pictures to hang and get a net that hang in the corner of your ceiling that holds your stuffed animals.... good luck

My 15 daughter redid her bedroom not long ago, with lots of interesting things, since she had almost no budget to work with also. She bought some white sheets for her bed, then tye dyed them. She also bought a bunch of bandana's, some with silly prints, some solid colours, and some white ones that she tye dyed with her sheets. She then sewed all the bandana's together to make a quilt, she lined the back of the quilt with a single top sheet and put some "padding" for the quilt between the sheet and bandana's. Some other things you can do is find the "stickers" that you can put on the wall, and use that to decorate your wall. Shelves are always good to put up, so you can show off things that you are proud of. We also bought a mirror cabinet that hangs on in the bathroom (a very small one) and used poster board covered with cloth on the inside of it, ran some picture hanging wire along the inside to make a jewelry box. It was really easy, and not that expensive. Looks great in her room also.
Good luck with your room, and remember, things don't have to cost a bunch. Use your imagination to create things, it is a lot more fun.

Some places for good deals include yard/garage sales, flea markets,vintage second-hand stores, ebay, newspaper classifieds, salvation army or goodwill type stores (these stores sell household items donated by people who no longer want or use their stuff).
Free is cheapest, so ask friends or family members if they have any neat stuff they are willing to part with.
Furniture can be updated easily with spray paint, go with all white, or all black for a neutral pallette that you will never tire of.
Don't look at the colour of things (ie. nana's ugly gold lamps or an old chandelier !), if you like the shape, then just spray paint in your chosen colour and voila! suddenly it's a cool, funky piece!!
Then update your fabrics, that's where you can go nuts with pattern and colour : in bedding, curtains, the upholstered seat on your desk chair, toss pillows, fabric to cover your garbage can, your lampshade, your desk accessories, etc.
If you find cheap white or light coloured cotton fabric, you can always dye it with fabric dyes, and find a family member or friend who is willing to donate their sewing skills.Don't forget about velcro & fabric spray adhesive too !!
For wall decoration ; dye or find cheap cotton flat bed sheets or vintage fabric to hang behind your bed, to make it feel like a canopy.Use cheap wooden dowels and small hooks in the ceiling to swag the material up and over the top of your bed, with the rest hanging down towards the end of your bed.
Above your desk, hang a painted or fabric-covered corkboard to hold your pictures, jewellery, notes, calendar, etc.
Collect some free, cool things from nature, like, shells, stones, feathers, pressed flowers & leaves, twigs or small branches, beach sand, and display them in frames as precious works of art.

just make it you..put posters..your favorite pictures around, (make it organized tho) , buy a cheap shelf that you can put all the lil thngs around the room that are from when you were younger but, dont want to part with,or you can buy lil storage boxes to decorate nd you can store stuff in them, that just makes clutter. pick a comforter that fits your stye with a few lil pillows. if the rug is a problem, buy a little area rug that looks better. look at little garage sales for lamps and stuff that are cheap and can add to your room, and a few candle around always finishes it, have funnn!

lol I can't paint my walls either! That's so frustrating... silly landlords!
Even though you can't paint the walls you can still paint your furniture!
Get the cheapo stuff or if you already have that then get spunky and fun colors to paint them! Don't do them all the same color, either, since you can't color the walls.
Black, pink, brown, turqoise/sian are popular right now for teens and whoever else.
You could even go contemporary and do bright colors like lime green, bright orange, hot pink, black, white, gray, bright blue, stuff like that.
If you like rustic, paint them a rusty red, a dark brown, forest green, black, mustardy yellow, sage green, etc.
Then you can get fun drapes to match whatever style/colors you want to go with. Don't do light colored drapes cuz with white walls they'd disappear. You want to bring the walls and the drapes out with something big, bold, bright, whatever.
Also, Luv Sacs are big right now, getting a small one would be such a cool thing, especially in a fun color like lime green or pink.
For the walls I suggest a big full-length mirror, a big cork board covered in pics of your friends and family and you so much that you can't see the cork.
You can even make a reminder wall hanger by getting another cork board and covering it with shiny fabric of a same color you choose for the room and put a little thin peice of cotton underneath it, hot glue or staple it to the back of the cork board, then run ribbon in another color in diagonal lines / this way and \ that way and where the ribbon crosses itself stick a colored thumb tac or something to hold the fabric and cotton and ribbon in place, then where the ribbon isn't stuck to the board by tacs you can slide pictures or reminders or letters or whatever in there, etc.
Also big posters of your fav bands, your heros, your fav movies, etc. is cool.
You can dress up your bed by making it a canopy bed without having to buy a canopy bed. You put hooks in your cieling directly above the outside of your bed and hook mesh or sheer fabric to these hooks to hang down around your bed, or just at the head of your bed. Make sure the hooks are in good and strong though!
Get big cushy pillows to sit on and cuddle with in your bed and on the floor.
A tv/dvd combo would be really cool to add and put it on your chest of drawers or dresser for you and friends to watch movies on when they stay over. You can even watch homework assignments on this too.

go to a yard sale or flea market and buy some picture frames and paint them in your favorite color to hang pics of you and your friends on the wall, since you cant paint the wall. get a solid comforter in a cool color, and some funky accent pillows.

Golden rule: "Less is more"...
Get rid of all that clutter replace it with a few nice neat candles and groovy ornaments.
Also buy some new bed linen. Throw lots of pillows over your bed... using different colours and shapes.
