It would certainly seem that way. If she's your best friend, maybe she'd be willing to co-op with you in a little sting operation. Nothing complicated. Just tell her to make it seem like he's got a shot with her, and see if he takes the bait. That's the only way to be sure. If he's just using you to get to her, then you can both leave him in the dust for being so cruel and not feel bad about it. If he doesn't take it, and he tells you about it, just tell him that some times people mistake her for flirting and leave it at that.
If he doesn't take the bait, but he keeps asking you about her, ask him why he wants to know! Ask him if he's got a friend that likes her...if he says no...give him a confused look and say, "What, do you like her?". If he denies, then drop it and just keep an eye on him. Maybe it's something else...but if he keeps asking after that, you should ignore the question. If he's insistent...well, I wouldn't put up with it if I were you, but he's your boyfriend.
Asking when you're all going to hang out together could mean he has a friend that's interested in your friend, but he should be honest with you about it if that's the case. Next time he says "When are we ALL going to hang out", ask him who "all of us" is.

Yes it sounds like it. Try something like I doubt we would ever hang out together when I suggested it she sounded not interested in the least, see how he reacts to that. If he is still wonderful with you and drops it than later you can tell him you said it to see how into you he was and that him asking about her made you wonder.

sounds to me like he is, in fact, using you.....dump him...otherwise he'll just dump you for her whenever he gets the chance....
