You should've removed the male from the cage. Buy a book on breeding cockatiels before you try this again.

You may need to start pulling any future babies from this pair at a very young age if they are killing them. This is not unusual. The crop should be nice and round but not tight. To much formula can cause a stretched crop leading to problems with the digestion of the food etc. The crop contains muscles. When they are stretched to much, it will not empty properly. It is safer if you are not sure to under feed but more frequent feedings then to over feed. Once the toe is chewed off it will not grow back. The feathers however will. If you are saying one of the chicks are turning in circles and its repeated, something is wrong. This is not common behavior. The dead babies could have been stomped on by the parents. If you want to continue breeding, I would suggest if the male is the killer. Make him a pet and get you a new male. Your female can take a new mate. They don't mate for life where some other birds do. Good luck and seek a vet for the chick turning circles

The fact that all five eggs hatched is a little odd. The parent may have been overwhelmed. Sometimes if they see something wrong with a baby they will ignore it. and let it die. If the male is kiling the babies then you should seperate him and maybe look for another male if you want to continue breeding.

You did nothing wrong so don't let legally blonde make you feel bad. I usually wait about a week before checking on the hatchlings myself.

With cockatiels the mother and father work 50/50 when raising babies so normally you would leave the father in the cage. If this is their first time they may just not know what to do. Give them another chance if you want to.

This is common, if this is first time parents, they often over groom, sometimes injuring the babies. You have done the right thing by pulling them. This pair should not be trusted in the future with chicks and should pull then at three days if possible for new clutches. You should be able to SEE the crop is full, if you pick them up and formula comes out, you have overfed them.
Wings and toes grow back like feet and arms do, they don't. Feathers may return, but flesh and blood does not.

I usually tell people to stop feeding when the crop is full before the shoulder line. It's best to feed more often than to overfill.

The wing and toes will not grow back. It sounds like this was the first clutch for the father. No one needs to tell you now to remove the babies when the father kills one, so I won't insult you. If you decide to let them have more babies and he repeats this, don't punish him by putting him alone. He'll mourn himself to death.

Remove the babies and don't allow them to have more. Some birds are inbred so much they lose their natural parenting instinct, so it's not necessarily his fault.

I would pull the father out and leave the babies in with the mother who would take care of them. I would rehome that killing male to a pets only home and buy another male to mate with my female I'd never keep a killer.
