I know you're getting a lot of answers about some pretty fancy, expensive breeds of cats, but there is a much cheaper, simpler way to get a cat that will always look like a kitten. This I have learned from personal experience, as over the years my sons and I have owned, fostered, and found homes for more than a hundred cats. The main thing to look for in an all-american cat is really huge eyes, and small paws. Paw size is one indicator of how much a cat will grow, and a kitten that starts out with really HUGE eyes usually retains their baby face for life. Of course, it helps if it is an indoor cat, as cats are like people in that they reflect their environment, i.e. a 'street smart' look makes a cat look older. Sounds anthropomorphizing, but it's true. Good luck in your search!

An Abyssinian is a good bet. Mine is full-grown and still weighs about seven pounds. She will always be lean. Neat cats, but expensive.

You're thinking of the munchkin breed. They stay very short because their legs do not get very long like a normal cats. They're kind of like a feline version of a Welsh Corgi. :)

They're not very common as of yet and very, very expensive.
