Are you asking if it is within the statistical norm; or are you asking if it is a good or a bad thing?
Not everyone matures at the same rate of speed. some people need a little more time than others before they are ready to tackle the world on their own. While a LITTLE old, 23 does not seem TOO old to still be living at home. 25 would make me worry a bit and 28 would freak me out.
The wisest of parents push their kids out at the time that is exactly right for that child. The rest of us just do what seems right at the time and hope for the best.

Every one matures and becomes independent at a different age what is normal for one is totally different for another. I mean I have an uncle who is 38/39 who just moved out of my grandma's house 4 and a half years ago. (though he has moved out on his own for a few months at a time before...)

Yes I would say it is pretty normal. My youngest sister is 25 and still lives with dad.

Yep.... my sister is 25 and is still at home. Most parents do it because they dont want there kids to leave, or because there children are saving to buy a house. The world is expensive these days.

To each their own. In most cultures it's not normal to move out until you are married or have your first child depending on ones sex)

Depends on each unique situation but in this situation it sounds as if you want him to leave and your parents want him to stay.
