for webpages your problem is most likely your internet connection speed dial-up is the slowest and then you have dsl, adsl, and broadband, but for programs it may since your memory is used to store programs temporarily will they are in use or maybe you have another problem such as a virus or malware ot spy/adware. check into it.

Short answer is maybe.
For things like word processing and E-mail, not necessarily any faster.
For things like Games, Graphic Editing programs, or other memory intensive applications (Most everything that has lots of graphics in it.) Definitely, However load time on programs doesn't necessarily have anything to do with memory, have you tried defraging your hard drive? A fragmented hard drive can increase load times by more that 100% as your hard drive has to search the disk to find the fragments to load into memory.

Yes and no. Yes more memory can speed up the function of your computer but the speed of your processor is the real key. Thus a P1 machine with 512 RAM will always be slower than a P4 with 128 RAM

Yes to most performance issues but no to the specific 2 you mentioned (webpages and loading programs)..
Unless the computers are so busy with many programs in comparison to the memory you already have, there is no performance gain.

No. More memory allows you to run more poorly coded processes without the need to use virtual memory. Managing your processes will do more for your startup times than another memory fix. Much of your lagtime is dealt with the time it takes to access your hard drive. Good management practices of your hard drive will result in better startup times. For example, defrag at least once a week, Disk cleanup at least once a month, and reduce your recycle bin to 5% or less of hard drive space.

Yes. However disk cleanup (properties of c:) and defragment (system tools) may be all you need to do. Lots of free space 10 to 20% on hard drive helps speed. You could also check for virus and spyware as these cause slow downs

Yes, until you reach the "point of diminishing returns".
for most Macs, and older PCs that are so fast compared with Microsoft OSes, 256Mb is great, and anything more, up to 1Gb, is huge!
