u can start by being a gentleman and introduce yourself. then you can start talking to her about things and hanging out with her, if she likes you she'll talk and have a good time with you and she will enjoy it

go up to her and just start talking about what you know that she likes. and then if she gives signs that she likes you , then ask her out.
some topics to talk about are:
sports (if she does any)
movies
music!!

start a conversation about something, see what she likes to do (movie, go to park, etc),then ask her to go with you to it

ask her how she is or some cheesy line she will laugh probably but she'll like it and she'll know you like her and if she starts dropping hints i guess you have your answer
