Your fiance could simply tell his shy brother to wish you both the best in luck and life. Believe me, when people are waiting for a meal, they would just as soon the toasts were short and sweet.

Toasts are a traditional part of weddings. It's to acknowledge the people getting married and is, in a lot of cases, filmed. It's when the people doing the toast explain how much they DO like the bride to whom they're giving their loved one away to. In other words, it's kind of like the cherry on top. If it were awkward, people wouldn't do it, now would they? And remember, when getting married the bride & groom do the wedding drink, i.e. locking their arm around their spouses arm and drinking. Just don't worry, this is YOUR big night and you should enjoy it.
P.S.: Maybe you should have a talk/one-on-one time with your son-in-law-to-be?

How do you feel about not having a toast? Your fiance already said he doesn't care.
It's just to wish the bride & groom well, but it isn't absolutely necessary. I've seen many a reception where this doesn't occur.

Maybe the two of you can just stand up and tell everyone thank you for coming to the wedding. My sisters did not give a speech, I was disapointed that they didn't. They are both about 10 years older than I am! My husbands best friend did and then we took the mik and told everyone thank you for coming. It will be fine if nobody gives a speech, just someone has to stand up and tell everyone thank you and it would be best if the two of you did.
