custodial parent gave up rights but still receiving arrearages. how can this be?

both mother and farther gave up rights to another family. Is farther still responsible to pay mother arrearages. Can arrearages be put in trust fund for child?

Arrearages are for the care and support the mother provided for the child in the PAST so she is entitled to them
