My wife and I are adoptive parents, but I am not going to claim to be an expert. You are right when you say that adoption is very expensive, we spent roughly $25,000 to adopt domestically. I gather overseas adoptions can cost even more because you have to add in travel, immigration, etc.
A few possibilities:
Church groups might be more affordable. I understand that Catholic Charities limits fees to 10% of annual income (you will have to provide income tax returns). Governmental agencies are generally less expensive than private groups. That said, you might get pushed into a foster parent situation which you said you do not want.
Some employers offer adoption assistance, maybe you could look into this. After all, adoption saves on medical insurance costs. You can get up to $10,000? (not sure of the exact number) back through an income tax deduction but this comes after the fact, you will have to come up with the money up front.
There are other groups which offer assistance. Former Chicago Bear Gayle Sayers is an adoptive father and created The Gayle Sayers Foundation for Adoption (not sure if that is the exact name but it is close). The foundation promotes adoption in the African American Community and offers financial assistance.

You can do it through an adoption lawyer and put personal adds in newspapers nationwide. I see that all the time. Next time you get a newspaper, look through the classifieds, I forget what the title the adds are under is, maybe happy ads or something. Good luck hon! I know there are government assistance things for that. If you're in the military they even have some program that cuts out a lot of the major costs of adoption. Also try adoption from a small christian organization or international like guatemala. They are so desperate that a lot of them will work with you.

you could try a private adoption or look outside the United States. My job has adoption assistance as one of my benefits. See if your company has anything like that.
