Hmmm, that's a tough one. Leafy green vegetables are generally low in carbs, high in vitamins, and can be relatively filling. However, you'll need to get plant or dairy protein somewhere as well. Yogurt and paneer both are high in protein and generally pretty healthy.
You need to get SOME carbs, but complex carbs are generally better than simple carbs, so lentils (dal), beans, etc., are better than rice, poppadums (papad) for instance, naan, etc.
Also, many fruits, though mostly carbs, are also quite a lot of water and so the carbs go farther. For instance, strawberries are very high in water, so you can have quite a few and still not take in that many carbs.
good luck! I generally try to follow a relatively low carb diet and am a BIG fan of Indian food. The traditional preparation of much of it is WAY too high in fat, but if you cook carefully you can make a very healthy low carb meal.
Also, I grind my own spices for the curries -- they taste better that way!

In a similar way to people of other countries. Skip Indian sweets too much syrup, eat your legumes they're great...lentils...and eat vegetables. Mangos? Only green.
