He will get on the stick that i hold OK, but he hisses and goes to bit at my finger. He has his wings clipped and can sit ontop of the cage but he HATES my fingers. I can not pick him up either so when he is on the ground i have to offer him the stick to get on to which he does.

Use two sticks and have him get on one and then the other like he is going up a ladder. Command him to get "UP!" Do this over and over. The sticks are an extension of your hand - so when he is standing on one stick gently try to pet him with the other stick down his back and tail feathers. Try to get him to tollerate that. Try not to let the bird bite the sticks because then he will think it is ok to bite your fingers.
Start with your hands far away from the bird hold the far end of the sticks. As you work with the bird move your hands down the sticks closer and close to the bird.. Eventually get so close that the bird can be commanded to get on your finger...
Make sure your hands are real clean and have no smell of food or anything on them - birds are sensative to smells.
See if this works for you. This is how the professionals train their birds.

Offer him your arm instead of your hand. Sometime your hands will look like a huge spider to birds so offering your arm with your fist curled up could be the solution. Plus you have to let your bird out of his cage on his own and show him you also trust him out of the cage. Don't chase him around once he's out just leave him out for 3 or 4 hours and let him explore your world he will go back to his cage if you only feed and water him in there and not outside the cage. Soon you will be shooing him away from you because you gave him time to learn to love you.

You need to set in front of his cage and talk to him. Get a treat he likes and put it in your hand or hold it in your fingers and tease him with it for a few minutes and then put it close to you on his cage. Just keep trying to fee him by hand and sooner or later he will start takeing it from you.. Then put it in the palm of your hand and let him walk out on your hand to get it.

If you don't mind getting bit you can just slowly move your finger under him and bump his legs and tell him to stepup and keep doing that and he will learn to step up or have to stumble to get away from your finger. Remember to tell him NO BITE or NO when he tries to bite you. He will learn.. Just give it time.

Put him on the floor and place your finger to his chest, ignore him if he hisses and if he tries to bite, blow in his face every-time he does. He will get desperate to get up higher and will eventually get on your finger. With practice he will learn what you want of him. But if you take the submissive role with him, he is in control.
Also make sure you do not have the cage above you head height. The bird in the highest possession in the tree is the head bird, you want to stay above him.

Couple of things to try here, K?

Try holding him in a towel or oven mitten for a few minutes each day. Try feeding him a treat while you do this so he'll learn that hands aren't bad.

Another thing, if you are brave and strong enough (wink) is to just let him bite you. Once he learns you're not scared of him, he won't snap any more because he'll learn it is useless.
