I can't program my "unviersal remote"...It is a Zenith Zen 431 trying to work on a Sylvania tv, how do i do it

I can't program my "universal remote" a Zenith Zen 431 I got at a garage sale with the TV (a Sylvania)...no instructions on how to program it, if anyone can help me I would appreciate it A LOT! Thanks!

Turn on the tv, press set up or set code on the remote, press off button til tv goes off, then press enter. thats it.
