For some disasters, yes like hurricanes, they give us enough time to prepare and evacuate, that is if you have a plan.
Other disasters like an earthquake, well you can only do so much and it depends on the magnitude of it.
There are always unexpected disasters that will come up, like a chemical spill, or an unforeseen terrorist attack, or an all out nuclear attack from our many enemies out there.
When something like that happens, I don't think that people will be able to react well to the stress they cause. They will panic and go to extremes to get all they can to survive.

I think the Katrina proved that we are not prepared for another disaster. The department of Homeland Security is a joke. At least FEMA worked until W got a hold of it.

That's a good question. Only time can answer that one. One thing that would help a crisis is that when a warning comes out about an evacuation...people of an area should heed the warnings and leave the endangered area.

Basically there is nothing like desaster management system. we are just living our destiny. whenever something bad/ desaster happens it is just a new event to eat the money. But i really salute the spirit of lot of helping hands actually on the fields. thats what our preparedness for the desaster management is in India.
