Most x-pipe kits you buy you have to weld yourself, most muffler shops won't do this because EPA standards. The cheapest place to look might be ebay, but there is no sure way to see that you are getting a good used set or a new set. Dr. Gas has a good set that can run $200 or more.

Hey, the cheapest will probably be from either jegs.com or SummitRacing.com they carry kits including X pipe kits from various manufacturers they may list them for "off road use only"
but as long as you keep your cat. converters or put two performance cats. in the system you should be ok.***NOTE*** for California emissions your change over is a no-no. In fact here in Texas several of the major counties run your exhaust output through a tester at the tailpipes, if your emissions exceed factory levels for that car with that motor you can not get the yearly inspection sticker. You have to have that to be on the road in Texas. So check into your local laws BEFORE you spend the cash ok?
Good Luck

Consider this: the exhaust on internal combustion engine has the potential to kill you. Why would you want to spend money on an exhaust component that if it fails due to cheap construction allowing you to inhale the fumes and possibly die? Spend a little more money, get quality and get what you really want: a repair that will last. Your time cannot be recovered, once spent it is gone forever.
There are no free lunches, everything has a cost. Many times if you went on and spent the money for quality you will have saved the cost to replace the cheaper, inferior and failed again part.

not sure y u would want cheap exhaust on a mustang. I would want to make it sound BA but that's just me. I am not sure if you know how to do exhaust or not but my guess is no. I would take it to a place that specializes in exhausts and let them know you want a cheap exhaust system.
