You should start off going as long as you can, dont worry about distance yet. The best time of the day really depends on you. Try out different times and see what works best for you. Dont forget to stretch, believe me!

First get a good pair of running shoes. Warm up with a walk, build to a run. Go at a comfortable pace for a 1/2 mile to a mile the first time. Running on a softer surface like a nice track or treadmill helps but the scenery doesn't change. After doing that cool down with a nice walk. Your heart rate should go down, then you can stretch. Get a good nice stretch. Build on your distance everyday by a little. Little by little you can build up to 10 miles and beyond... it is up to you. As far as when, if you are in a hot climate that doesn't have Ozone alerts and such, morning may or may not be best. Check the weather and news. Really the time of day is whatever works best with your schedule.

You can start by running as far as your body will allow, then take a few minutes to recover, and run some more. The best time to run is in the morning. Especially in the summer time before it gets to warm outside.

make sure you stretch before you run/jog. get plenty of rest, and don't over do it! only go as far as your body will let you. even if it is 3 blocks. I tried running and found speed walking is the best for me, In the morning. everyone is different. some of my friends like to exercise an hour after dinner. drink alot of water. it helps heal your muscles. good luck:)

Start at dawn..
Start with 1Km, and add 100 meters per day until you reach your desired amount..
You'll feel the kick in no time..
