It's a universality thing. It helps tourists understand road signs. This also works in our favor as a number of signs are the same around the world. Red, Yellow, and Green for stoplights for example.

Being moronic has nothing to do with it. The signs are used internationally so that all people can understand them while they are traveling in other countries. You would like to know where you are going when you are in another country wouldn't you?

If you read in a drivers manual then you will see its to reduce distraction while driving. A motorist may spend more time reading and comprehending the sign then just a picture. Thats why they have driving manuals to teach what each sign means. We must memorize and then when we see it our brain reacts faster then having to read.
