A good rule of thumb is when you get your first real job, (usually around 15 or 16). This means that one, your somewhat mature, and two, you have some money to spend other than what your parents give you.
Go someplace you would usually go with your regular friends, like the movies or a casual restaurant (like a pizza place).

A dude should start dating when he is mature enough and responsible enough to have a part time job to pay for it :)
Which places him at about age 16.
The type of dating at that age should be innocent stuff. Movies, yes, you can nuzzle at movies, but you can't get your gal in trouble, putt putt golf, a pizza dinner, a sporting event...all depends on what sort of innocent entertainment you have where you live.

There isn't an age. Dating is just spending time with a girl you want to spend more time with. Be friendly to everyone, but when a girl you think is nice, smiles, and you know it is because she likes you, say anything from I like your hair, to that was an interesting class, to what do you think about, (anything that comes to mind.) Take it from there. Pick a girl with good morals and try to live up to them. If you don't, you could get someone whom you couldn't trust. Treat her right, and at the worst, you'll end up with a friend.

16 is a good age to start dating. When I was that age the usual date was a movie and pizza afterwards. Or do something active like bowling or minature golf.

From the point of view of an intelligent young lady, wait till college. High school, maybe (like going to the movies & stuff: group dates are great!), but don't kid yourself into thinking you're going to get anything serious until college & beyond.

when you net 270,000 a year (that's after taxes), and have a big fat 401k, a really cool 1970's muscle car (not your dad's but your own) and you learn to shut up and listen to everything that I say like it's golden.
And drop the dude. And get a haircut and maybe some highlights.
Oh and those shoes don't go with those pants. And your mom can't come with us, no matter how many times she says she's putting her head in the oven.
