If you just want to learn something quick so you can go and fight then stay away from martial arts. If you are truely interested in martial arts and want to know which is best then I'll give you some background and let you decide.
Tae-Kwon-Do - Korean art that uses mostly kicks. It's an old art that has been changed over the years (centuries) to be more for sport and tournaments than real street self defence. It's a fun art that will get you in shape and win you some trophies. It will take you 3-5 years to learn the basics and get a black belt.
Kung-Fu - A very old Chinese art. The one that most other arts came from. It's full of flashy moves and high speed animal like forms. It uses realy cool weapons and is best at tournaments and t.v. It's a very showey art that isn't very effective in real life situations. If you start acting like a monkey or crane on the street, you'll get your butt whipped. Great at to watch. I don't know how lng it takes to become proficant.
Karate - Japanese art from Okinawa. It's got mostly punches with some locks and kicks. It uses blocks, avoids and attacks. It's called a hard art because it's agressive. It is better in real life situations than the other two. It takes 3-5 years to learn the basics and become a black belt.
I suggest that you go to the local schools and watch them train. Take the one that interests you the most. If you are looking for quick learning fast self defence moves that you can use in real life then look into Krav-Maga.

It depends on what you are into and what your needs are.
If you want something that would work well in a street fight then I would find a good American karate school heavily centered around self-defense. There are a lot of grappling type techniques in this style that come in handy in a street fight.
If you is looking for speed and something that's more of an art then I would go with kungfu. The best of all the kungfu styles is shaolin Gung Fu. Shaolin Gung Fu is very refined and heavily developed. I would not go kungfu unless its shaolin Gung Fu. With Shaolin Gun fu though there is a large spiritual / religious side too it and it takes years upon years to become a master in the this style. Some practioners spend 10 years studying Shaolin Gung Fu and don't even obtain the rank of master. Plus, many Shaolin Gung Fu Masters are Shaolin Monks.
Taekwondo is good for those who are looking for a fighting art that has a lot power and speed in its punches and kicks. Its been scientifically confirmed that taekwondo is in the top 3 of all martail arts for power and speed. A lot of martial arts, like some of the karate and kickboxing styles, are stealing many of the kicks from taekwondo and are incorporating them into their styles. Also, even though taekwondo is not the best for defending one's self in a street fight you can definitly use it for that if you learn enough of it. You should work hard at obtaining an extremly high rank, 3 degree blackbelt or higher, in this if you want to use it for self-defense.
Remember also about all these arts, you wil need to obtain a rank of 1st degree blackbelt or higher if you want to open up a studio and teach.
Knowing all that its really up to you which martial art's style you choose.

The question of which is better is irrelevant.
You need to check out the training in your area. Go visit the school. If they spar, then you should be more interested. The art really depends on the teacher and that depends even more on who is close geographically. I would recommend Kenpo Karate. The movements are quick, a good school will spar, and the art is practical (or should be taught to be practical). If you can't find what you like. Check out Boxing and kick boxing.
FYI: All the arts have fast, techniques that should have been used in fights at one time.

Variations of this same question get asked daily at least. For those who think any type of organized and/or traditional martial art is comparable to ballet, then he or she has not dealt with somebody who is proficient in said art.
Now, for your question in particular: As somebody else answered earlier, it would depend upon your needs as a martial artist, as well as many other variables such as physique, mental capacity, physical capabilities, and possibly most important, attitude. Again, somebody earlier mentioned kung fu takes a lot of time to master. This is generally true, but that being the case, wouldn't it be better since the training is more rigorous? Or how about TKD since you can learn the basics so quickly?
You ask about quickest to learn... learn what? Basic principles? Strikes? Take downs?
I have practiced martial arts for over 16 years now, and I started in TKD. Concepts are quick to learn, so in that regard, to answer your particular question, I would think that best as far as being learned the fastest.
Currently, I study Chinese martial arts collectively dubbed "kung fu".
Oh, and most Vietnam Vets can at least spell "Vietnam", there, informationguy!

Taekwondo is a style of Karate, as is Shodakan, I studied both, so I doubt you have a black belt, you would know that. I studied Taekwondo under Kung Rhee, who instructed Elvis Presley in Memphis, until Elvis had to go for I think his 7th degree Black Belt test, which Kung Rhee could not give him, because Kung Rhee was a 6th degree. I met Elvis in that studio, it was in the early 70's. Elvis actually split the seat of his gi one night there, all the way wide open, doing kata forms. By the way, it proved Elvis wore Jockey shorts.

Eh... unless it's Kyokushin or Seido Karate, all of those are trash.
TKD have too many fancy and flashy prancing moves that wouldn't work in real fight.
Kung Fu is too complex and take too long to learn and there's hardly any sparring. I really doubt you want to struggle with all weird stuff while in middle of heated fight.
Karate... well most styles are totally outdated and have evolution into Kyokushin or Seido karate.
If you want a realistic arts, go with Kyokushin or Seido karate, Mauy Thai, or boxing.

There is no way to say one of these is better than another.
What matters is your manner of training.
Your training method far outweigh the style you study.
Look for a good school not a good style.
As you can see from the other answers there are many opinions and biases. Everyone thinks there art is the best, that is why they are in it. Really all you are getting are opinions.

I tried kungfu and karate and I can tell you alot about it.
Kungfu : It takes years to practice it, it involves very complex katas and moves so i would NOT advice it.
Karate : - SHOTOKAN : dont do it. It is good for your mind but it is outdated as a self defense art. You will not be able to defend yourself properly and the training is too weak.
My advice : try KYOKUSHIN karate , this will definitely help you.
The training is quite hard and rough, but it is very rewarding. You will be able to defend yourself very well !!
