All US government buildings have to display the American flag. This flag also has to be above all other flags in the same vacinity.

According to the March 29, 2006 CBS Evening News, more than 50% of the city's population are illegal aliens, and the mayor has declared that the city will refuse to cooperate with any enforcement of U.S. immigration law, declaring the city a "haven for Illegals". A local church leader has agreed to work with him with him in this endeavor. This sparked controversy after days of protests in late march on immigration bill H.R. 4437, a bill that makes it a felony for any individual being in the United States illegally.

I agree, the picture has been cut off. There's an American flag flying on the top. All government buildings fly the American flag.
Plus, it's hard to determine what kind of flag this is. If you're saying it's a Mexican flag, I don't really see it.
