when your making wine , how long do you let it ferment after the balloon goes back down ?\?

I don't know what this balloon is. I assume it's part of an airlock maybe?

After the initial fermentation is done and the airlock activity slows down, you rack to secondary. Two months later, you rack to tertiary and let it go for a year.
