The drinking age on international flights depends on the plane you are taking and the Country the place represents.
For example North West and American Airline will serve drinks to the legal age in the U.S. 21.
But KLM a dutch plane(euope) will serve drinks to a person of about 14 with parental consent and usually the drink only involves maybe some Champagne or wine never hard liquor, they will give you drinks like Baileys,etc.

Once you get over international air space, the laws are those of the country of the airline. For instance, taking British air as an 18-year-old from the US to London, you could drink as soon as you were in international air space. Taking Delta, you couldn't drink unless you were 21.
