I have a feeling ,
1) the guy does not think this girl is the best for him. that's why he is on the passsive side instead of taking positive action.
or
2) he is not ready for boy-girl relationship , 14 only , what do you expect ? a normal boy or girl who has received good enough love / attention from parents will not feel they need the " love " from opposite sex at teen age. However, they may have crush when someone attracted them. Hence , watch out . Don't fall head over heel , to prevent broken heart.
or
3) forgot about shy . A shy guy is not a brave one. You want a not-brave friend ? you want to protect him ? don't .
